Visual Studio Style Menus, How?

How do I get the new style menus as used in visual studio?

Are they a .Net thing?

Can I use them from C++?

I know for a fact that the Dev-Cpp IDE (is naming a competitor allowed
here? ) is written in Delphi and they didn't use some MFC extension
package that's not free . Any way to do this for free?
