sounds like the person is running a spam block type program where you have to verify you are a REAL sender and not a spammer before mail can get through.
usually there is an option in the mail on how to authenticate.

This is neither an Outlook 2007 or a Vista issue. Depending on where this
message is appearing, the most likely cause is that you've not got your
ISP's email settings working correctly.
You need to speak to your ISP very carefully about what settings need to be
used for your email services with them, and work with them to establish if
the problem here effects only sending to one person or to everyone you try
to send to.
You are trying to send using an smtp server that does not belong to the ISP
you access the internet with. Either use the smtp server that your ISP
provides, or authenticate your current smtp server in Email Account
settings by adding your username and Password....
