Vista Upgrade Anytime - NOT IN AUSTRALIA?

Is that just for now, or unlikely ever to change? I love Home Premium,
thinking about moving up to Ultimate.

I logged on here with the intention of posting this exact question... I
don't know why it's not available, but I'd like to upgrade to ultimate
myself.

These stipulations were in place when this upgrade site was introduced and
I bought my upgrade. I don't see them anymore, but it doesn't mean they do
not apply.

Not every Australian has available to them an American billing address...

Yes, those conditions are still in place, I tried the anytime upgrade a
few days ago.
