Vista = Rewrite of XP ?

How much of Vista is a complete rewrite of XP ?
Basically I'm wondering about the codebase use of XP

The underlying code base for Windows Vista at the start of the major
development effort was the Windows Server 2003 with SP1 (also thought
of Server 2003 R2), BUT that was just the starting point.
You should not think of Vista as just some tweaks on top of the
Windows Server 2003 with SP1 code. There have been a massive number
of changes, rewrites and updates made to a huge number of components
hence the massive development effort.
But if your question is what is the underlying starting point for the
kernel development then Windows Server 2003 with SP1 would be the
answer - but the question is not actually a valid one when you look
deeper into how Windows is actually constructed. It is not just a
kernel and some layer services.
