there was s registry edit for XP that let you define the num lock state
before login..

in Vista the same registry path does not exist, also no MS article seems to
mention this...

so how can someone define it in Vista???

Please dont say anything about the BIOS... ok? It has no setting in the
bios.. this is
a windows configuration.

This would be the key that I would try, if I had the problem.

InitialKeyboardIndicators

at

HKEY_CURRENT_USER\Control Panel\Keyboard

from 0 to 2

as per this article

NumLock Key State Not Saved When Logging Off
http://support.microsoft.com/kb/123498

HKEY_CURRENT_USER\Control Panel\Keyboard

InitialKeyboardIndicators: REG_SZ: 0

Change it to a 2 to enable the NumLock on login. The key is in Vista.
