Vista misbehaves

There is something wrong with my install of vista. It's worked fine for
several months and now I am experiencing the following:

1. Control Panel won't come up. I've tried various ways of getting to
it, but something flashes on the screen than goes away. Too fast to see
what it is that flashes. I can get to individual Control Panel applets
though.

2. When I want to shutdown the computer, the Shutdown icon on the Start
menu has the "Installs Updates and then shuts down the computer"
business there. Except that it never seems to install the updates when
I click that button. Vista restarts and that icon appears again on the
Shutdown button.

I searched for the Event Logs for anything that would point me to a
problem. Is this a known issue?
 
Are you sure it's a Genuine Windows Vista installation ? not a beta ?
