Does anyone know if Microsoft plans on making the new Vista Outlook e-mail
and calendar programs available for download to a Windows XP computer?

There is no Vista Outlook. Are you referring perhaps to Windows Mail or
Windows Live Mail Desktop?

Vista has Windows Mail which is the evolution of XP's Outlook Express.
Outlook is a separate program that can come as part of the Office suite or
separate and is independent of the OS, various versions of Outlook run on
both XP and Vista.

So what exactly are you asking?
