Vista blocking UDP

I have several programs that require access to incoming UDP data. I have
disabled the Windows Firewall, and the router is correctly opening ports.
Using Netmon 3.0, I have confirmed that the packets are getting to Vista on
the correct ports, but it doesn't seem to be passing them on to the programs.
Does anyone know why Vista wouldn't pass the packets on?

Hi,

Are you using Windows Live OneCare? This beta includes a firewall that
blocks program's net feeds. If so, you may need to remove it for them to
operate correctly.
