Norton Anti-vius software detected a virus in
C:/WINNT/juqnadpt.exc which could not be repaired or
quarantined. I deleted that file. What is the best way to
restore the uninfected file. What does that file do?

Restore from a known good backup, or reinstall from original media.
No clue what the file is.

There is no file of that name on a default installation of any version of
Windows that I'm aware of.

The file looks like a randomly-generated name used by the virus and, as
such, will contain only the virus. You should suffer no problems by just
removing it.
