Virus hoax email how do I run the repair missing filecommand

I erased the file jdbgmgr.exe from my system does anyone
know how I can get this repaired or restored? On using the
help function of windows 200 it mentions a feature to be
able to do this butfor whatever reason I can not seem to
get this to start can anyone suggest how to do this

I tried this and the rsponse that I got was
Can't open input file: d:\1386\jdbgmgr.ex_.

when I did this a message appeared stating
Can't open output file:c :\w2000\system32\jdbgmgr.exe.
I appreciate all of you help please could you suggest what
