virus delete only via safe mode?

why is it that some virus' &/or trojans although able to be found and
detected in the normal windows operating mode, cannot be deleted unless you
boot & run the av program in safe mode ?

Files can't be deleted if they are in use. In safe mode only a minimum
of software loads, thus the files can be deleted.
