That's the download page. Virtual PC home page, linked from the
download page, says it's free.
 
I bet this means that Vista will have tons of compatibility issues with
win98 and xp apps

I don't think so. In my experience, most incompatibilities were caused by
device drivers / changed pathnames / applications still using .INI files
in the WINDOWS directory (therefore, non-admin users couldn't run them).

But yes, there are some applications which fail.

But little need for that to happen going forward, if there is a
virtualized environment ready to roll.
