virtual memory too low

i own a toshiba Satellite laptop, with a windows XP home edition (service pack 1), pre-installed on it. Pentium 4 with 256 MP of RAM, and 1.60 GH

I started receiving this msg error, sayin my system is low on virtual memory from a while. plus i kept having files or programs i couldnt close because they were "not respondin"... i thought formattin it and re-installin windows would be fine. now i did it, re-installed the windows XP using the PRODUCT RECOVERY CD-ROM i received with my laptop, i'm receiving again the msg (virtual memory too low), although my hard disk is almost empty, and i had the "not respondin" problem again today...
do u think the problem is coming from the Product Recovery CD-ROM, and i should format it and install windows back from another cd? anyway, please, all your help would be appreciate

Does the PC use an Intel chipset? If so, look in Control Panel|ADD/REMOVE
PROGRAMS for an entry named Intel Application Accelerator. If it's there,
it should have been uninstalled prior to reinstalling XP. Delete that
item. Things should improve immediately.

i tried to download the IAA from the site, i couldnt, had many problems. Errors,and incompabilities with my shipset. I ended up installing the "Intel chipset software installation utility" from the toshiba site. is it what i should download and install, or is there anything else?

This Intel page discusses the "installation utility" and installation of
the I.A.A. itself. Click the links.

Note: As Intel points out, the I.A.A. is not necessary, but may add to
system efficiency.
