Virtual Memory Problem

My System is not setting up its paging file for some
reason. When the system loads my settings, I get the
error message "your virtual memory paging file is to
small" when I try to manually set the file size, it
appears to make the change, but when I reboot, the
problem re-occurs.

Does anyone know what I should do?

After you set the paging file size are you
clicking "set" before you click ok to exit?

yes, I click set, also I can't seem to find the
pagefile.sys file anywhere in the root.

I've tried to do a repair install, that didn't work
either.
