Assuming IE - go to Tools-Internet Options-Advanced.
Scroll down to the Browsing section and make sure that the box "Re-use
windows for launching shortcuts" is unchecked.

You might want to try Firefox.
It is a tabbed browser so you can open as many
web sites in separate windows as you want to.
