Are you saying that when you look at a page with pictures on it, in Internet
Explorer, you don't see any, or are you saying that you can't open pictures
that someone sends you in Outlook Express?
If the former, then what do you see instead of the picture in Internet
Explorer? A red cross?
If so, in Internet Explorer go to Tools, Internet Options, Click the
"Advanced" tab, Scroll down to "Multimedia", check "Show pictures", *and*
uncheck "Show image download placeholders".

If the latter, then it's an overenthusiastic security setting. In Outlook
Express go to :
Tools, Options; Security;
Untick 'Do not allow attachments to be saved or opened that could
potentially be a virus' . OE counts pictures as potential viruses.
