When I open an attachment in Outlook 2003 that is a .tif file it opens using
QuickTime and doesn't show me the full attachment. Can I change the program
used to open attachments in Outlook 2003?

This is a Windows setting and not an Outlook setting specifically.

File extensions are associated with an application. You can change the
application in Windows Explorer.
Open Windows Explorer
Tools-->Options-->File Types
Scroll down to TIF.
Where it shows "Opens with: Quicktime" click the change button.
If you have Office installed, the Microsoft Office Document Imaging
application works ok for .tifs.
Maybe you have a better image editting application in mind.

When you receive a .tif file in Outlook and double click it, the application
you selected in Windows Explorer will launch and open the file.
