I just wanna know how to open up the video BIOS to assign IRQ to VGA. I have a Dell Dimension 4600 series.

What has this got to do with Windows?! Contact Dell! That also has nothing
whatsoever to do with the'video' BIOS - it is a feature of the standard BIOS
and I suggest you RTFM! Microsoft cannot, does not and will not assist with
OEM installations and certainly won't assist when the issue has nothing
whatsoever to do with Windows!
 
Disregarding Epona's rant, you do set this in the system BIOS, not video
BIOS. If you don't know how to enter your computer's BIOS check your manual.
