The two current Vid card giants are ATI with their Radeon
series and ATI. However there are a lot of other
companies such as Mad Dog and Saphire that do not seem to
be two distict companies but Mad Dog Vid cards use the
same vid card names as ATI and Saphire vid card uses the
same name as ATI's. For Example i seen ATI Radeon 9800PRO
and Saphire Radeon 9800PRO. The prices between the less
known companies and the major once are almost the same
What's going on? Are the smaller companies just trying to
trick people into thinking they are the bigger and more
famous company or what?

The smaller companies are making oem video cards and using the Radeon
chipset. These cards NEVER perform the same as the real card would. They
just don't integrate the chipset in as good as the original manufacturer
would have. IMHO, stay away from the oem junk and go for the real deal. In
the end you'll be happier with its performance, support, and lack of
problems.

ATI sells cards under their name, and also sell the chips to other card
makers. That's why you see other cards with the ATI names.

ATI make the Radeon chipset, which they then sell to a lot of card
builders to use in their cards. ATI provide a reference design for
these cards, but others may adapt these - eg using different RAM with
them or providing more or fewer output modes
