Victim - Need Help

Somehow, somewhere, I got screwed. Everytime I pull up
Windows IE, the default page is "thebestse.com". Even if
I change it in the Internet Options, the page always
comes up. Now as if that wasn't bad enough, anytime I
try to go to "Google.com" or "Yahoo.com" or "MSN.com" the
page resolves to "thebestse.com".

What can I do to fix this issue?

First.
Right click the IE icon | Properties | Advanced tab |
Make sure both of these are NOT checked.

 Enable Install On Demand (Internet Explorer)
[[Specifies to automatically download and install Internet Explorer

 Enable Install On Demand (Other)
[[Specifies to automatically download and install Web components if a Web
