VIA 3-Mode Floppy Disk Driver

I'm determined to get the Floppy Drive working correctly under XP, to try
and eliminate the incessant "floppy cannot be formatted" and other odd
messages, and want to install the VIA 3-Mode Floppy Disk Driver setup.

Unfortunately, the instructions state in part -

Open Component Database Manager under Microsoft Windows Embedded Studio.

Click on the "Repository" and then "Repository Roots..." buttons.

I've done a good search on this, and everything seems to mention that they
are development tools, but not where you get or find them.

Currently I'm stuck, so can anyone please enlighten me on this please?
