VGA CARD PROBLEMS

I bought a brand new ATI Radeon 9200SE AGP graphics card and fitted it into my computer but on restarting it at no stage does it ever detect new hardware and when i run the cd to install radeon drivers it says 'Severe: try installing standard VGA graphics driver'. I dont think i have any card loaded on my system as there is no display adapters section in device manager. I tried using the add new hardware wizard but it doesn't detect whats in there and for display adapters comes up with something completely different. I've tried a Radeon 9000 in there and have same problem and even when i put the original card back in, it doesn't detect it and coz of the sluggish way it runs i don't think the original one is working. Why won't my computer detect any of them and what do i do about installing standard vga drivers?

Are the AGP drivers for your mobo installed?
 
How do you tell if the AGP drivers are installed?

I also have had a horrible time trying to install a new Radeon card.
