Vertical scrollbar

Ok. My vertical scroll bar doesn't scroll regularly, it jumps. I have no idea
how to fix this. i believe there is something that you can get to from the
control panel (so my parents told me) but I can't find it. Can anyone help?

Open Internet Options, Advanced tab, scroll half way down the page,
check "Smooth Scrolling".
