Vertical Ruler

Suddenly my ruler has disappeared. If I mouse over the area where the ruler
usually lives, it appears, but then scrolls back up when I remove the mouse?
Any ideas how to bring it back?
 
Thank you ... After I posted my frantic message, I searched the posts for
Ruler and actually found what I needed and then felt stupid for the frantic
post.
