Vcard w/Picture Not Working

OL 2003 on Win XP

I made a Vcard and was able to add a picture to it. Fine.
However, when I clicked it on when I was getting ready to send in, the
picture was not there.

I tried to reinstall, reattach, and I can, but when I click it on just to
make sure it is there, it is blank. So, I'd be sending my vcard w/o my
picture. I do not want this.

What am I doing wrong?

Outlook 2003 doesn't support saving pictures in vcf-format. Outlook 2007
does.

For previous versions of Outlook you can use this addin;
