Validate XP, then have to each reboot

After each reboot we have to go through the Activation process again. How
do we stop this vicious cycle?
 
Clarify...

We have to activate each time we boot...machine has been validated and is
up-to-date. Windows Update has no more updates for us.
 
Not a Dell, but now we are sure it is genuine.

We have found a SP2 Home and Pro "Hack" on the desktop. The reseller copied
his key generator onto the desktop and basically incriminated himself. He
charged $100 FOR XP Home, and provided no CD or COA. We called him out on
it, and he claims to have "forgotten" to provide it at time of sale. Issue
resolved.

Whoa. I'm glad you got it resolved but sorry you had to go through this.
