Util to convert %20%22 stuff to normal text

Is there a freeware utility which will convert a string of characters
containing elements like %20%22 into normal text?

Ideally the util would also do the conversion back the other way.

If you're talking about file names: TrackerV3 (file manager,
http://www.trackerv3.com/) will do both ways via the context menu of
selected files in a 1-click operation. These conversions are called
UrlEscape resp. UrlUnescape.

which can not be used in XP file names but which might appear in a
URL?

(IE: characters like forward slash, backward slash, colon, angle
brackets, question mark, etc)

No, unfortunately not. While "UrlUnescape" obviously should and could
convert all characters found in a URL, you just cannot get those particular
characters into the Windows file system and from there into TrackerV3. Your
task is just not file-managerish enough ;) ... take the special purpose apps
Susan mentioned.

Heh! I reckon TrackerV3 is a fine application and I use
it every day.

In a funny sort of way, TV3 is a bit like Ghisler's Total
Commander - there are lots of hidden goodies.

TV3 is also a bit like Total Commander in that the menu
structure and GUI is a bit, how shall I put this delicately,
unusual. Although nothing is quite as isiosyncratic as
Total Commander and I was brought up on early Norton
Utilities for DOS so I can half see what Total Commander is
trying to do.

The main thing I use Total Commander for is for
handling file comments stored in 4DOS DESCRIPT.ION files which is
something TV3 does not do. http://www.4dos.info/4tools.htm
