Using virtual PC as the bootable drive after placing "Windows Embedded Images" on it.

I've tried to place the "Windows Embedded Images" directory contents
onto a virtual drive.

This drive was mounted to a virtual Windows XP Pro box.

After this, I will unmount from XP Pro, and mount on XP Embedded and
run the first boot.

When this is done I get the following error.

Windows could not start because of an error in the software.
Please report this problem as :
load needed DLLs for kernel.
Please contact your support person to report this problem.


Any ideas, what I'm missing.

I tried creating a FAT, FAT32, NTFS drive, and making the drive
"Active", but I still get the error.
