Using the Vbox tuner in XP MCE 2005

After installing XP MCE 2005, I installed the Vbox 164e and drivers. This is
a highbred tuner. It receives both analog and digital OTA signals. I'm
having problems with, for example, automatic signal scan. I am told that it
is result of not first installing an analog tuner prior to the Vbox. Is this
true? If so, what is my workaround?
