Using "Send To" to send pictures, through Outlook

When I right-click a .jpg (photo) file, I can choose "Send To Mail
Recipient". However, it attaches the file, rather than inserting it into the
email body. I want it to appear in the email window ( I know how to do this
manually, using the "insert" command; I'm just tring to dumb the process down
for some technologically challenged folks here in my office). No matter what
I try, it still send it as an attachment. Any idea?

Not possible; Send To initiates a Plain Text e-mail through the OS instead
of Outlook. Also note that there is a warning added and that there is no
signature set even when there is a default configured.
