I bought xp professional for my office pc. I thought I
could load it on my home pc which has xp home on it. I
have loaded the xp professional buy MS wants me to pay
for the full version. Did I mess up loading it on my home
pc? Do I have to uninstall and buy just an upgrade? Any
suggestions?

Yes, you did mess up. One copy, one machine. You can purchase another
upgrade CD and use the CD-Key from that. There is an option when you go to
Activate to change the Product Key.

Did not MS change their policy regarding this recently, allowing office users to
install a copy on their home PC as well? Or was that for volume customers only?

No, nor does my post indicate a change in the policy. XP is already
installed on 2 machines. Microsoft realized that this would likely happen,
and built in the mechanism, in the Product Activation process, to allow a
user to change the CD Key that will be used for Activation.

Depending on the agreement that a corporation has with Microsoft, it may be
allowable for the corporation to distribute Microsoft Office to it's
employees for home use. This does not apply to any version of Windows that
I've ever heard of.

For more information about programs like this, contact your IT department -
if they have a deal like this with Microsoft, they'll be the ones to know
about it :)
