Using safe mode to circumvent password

I like that I can limit my child's use of the computer by
placing a password on his user profile. At other times I
remove the password so he can have full access. By
starting in safe mode he can go back to date when he had
no password and access his profile though he is currently
prevented access by a password. Any way to limit use of
safe mode or go back such that only an administrator can
use these options, or to password protect use of these
options. Thanks.

You need to ensure that every Administrator account, including the built in
Administrator account has a password. You don't say if your running Home
or Pro.

For Pro, with no users logged in, press CTRL-ALT-DEL twice at the Welcome
screen. You'll get the old style login. Enter Administrator and leave the
password blank, unless you know you set one when you installed XP. This
will log you on to the built in Administrator account, and you can set the
password in Control Panel, User accounts.

For XP Home: Boot to Safe Mode and you'll see the Administrator account on
the Welcome screen.
 
Hit F8 right when the black screen with a white progress bar comes up. That
will bring up the boot menu.
 
Press F8 between the BIOS screen and XP actually beginning to load. Or
click Start, Run and enter MSCONFIG Go to the BOOT.INI tab and check
/SAFEBOOT Then restart.
