In Outlook 2000, how can one create or reply to an e-mail in rich text
format, so that one could use font colors, etc.?

You can use the Format menu when you have Outlook set as the e-mail editor
or use the e-mail Toolbar when you have Word set as the editor.

Note that RTF is the least compatible mail format and that upgrading a
message format on a reply isn't considered nice. If you have specific needs
to still upgrade the message format (for instance to use tables) use
HTML-format instead.

If you receive a Rich Text message, Outlook will choose that format
automatically when you reply.

The Format menu and Format toolbar are disabled some of the time; other
times they're not. How can I set the format of the message itself so that I
can use the Format menu?

Make sure the cursor is in the body of the e-mail. Depending on whether Word
or Outlook is the editor you can use the e-mail Toolbar (Word) or the Format
menu (Outlook)
