I have a .ocx library that fails to regisiter under Vista when I am
installing a complied legacy VB program. In other versions of Windows the
RUN dialog is available but not in Vista. How do I get to use REGSRV32?

Run is there, you just have to switch it on. Right click on taskbar, select
Properties, then the Start Menu tab, then the Customize button, scroll down
the box at the top and put a tick next to "Run command".

Or simply type your command in the search bar instead...

Regsvr32 stuff has to be done from an elevated Command Prompt (assuming UAC is kept enabled). To open an elevated Command Prompt, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.
