I want to use Public Folders as a repository for information for others to
use. Is there a way of setting up an alert or some sort of consent process
when people try to use the information? I understand about access and
security levels but I want to know who is using the data.

no, you can't create alerts for when the information is access. You can set
up alerts for when new content is added to the folder (as a new item, not an
edited item).
