Using Outlook for Mail & OE for News groups

If I'm using Outlook for Mail & OE for News groups, will OE download my mail
while I'm using it for newsgroups? I don't want it to, but feel a little
bit apprehensive when I click the OE icon...

You could delete your mail accounts from Outlook Express or you could just
disable them (keep them from receiving mail) by clicking Tools > Accounts,
then, for each account, unchecking the ability to receive mail.

You can create an icon to launch Outlook Express in news only mode. Look
at the properties of your current OE shortcut and add a space then type
/newsonly.
