using NetMeeting on a home network

How can I find the IP to provide others to use NetMeeting while on my
home network which incorporates a router.

You need to give others the IP address your ISP assigns (what this will be
called depends on which brand of router you have but most often it will be
called the "WAN address"). You also need to open ports in the
firewall/router as shown here:

Alternatively you can put your computer in the "DMZ" in your router if
nothing else works but that also exposes the computer to direct observation
and potential attack by anyone from outside your network.
