Using Access 2003 and getting an "Access 2000 File format" in head

Hello:
I have created a new database using Access 2003. Why does the header read
"Access 2000 File Format"? I have reinstalled Access 2003 recently. I have
also opened Acc2003 first and then opened the file. What's up?
 
By default when you install Access 2003, new databases are created in A2000
file format. If you want to create new databases in A2203 file format by
default, you can change this in the Menu Tools / Options ... / Advanced tab
(this is in A2002, not sure about A2203).

However, there is nothing wrong with A2000 file format. The advantage is
that people who has A2000 software only can use your database in A2000 file
format but not databases in A2003 file format. Of course, if you use new
features introduced in A2002 or A2003, the A2000 software users won't be
able to use these features.
 
Using the Access 2000 file format can also help prevent database bloat, during the development
phase, versus the 2002 format when using Access 2002:

I'm not sure if Access 2003, using the 2002/2003 format, has the same issue.
