using a web service as an smtp mailer?

hi..

our company does not allow each server to send mail to outside
destinations
each server's ip must be configured in exchange to do.
inorder to avoid that, we want to create a web service on a single
server, have it email everything,

is it advisible?

Well, you need to think about why it's configured in that way to start
with - those reasons may very well suggest that having an "open"
(internally) way of sending mail is a bad idea.
 
well they configure in exchange server for secruity reasosn, my cheif
simply doesn't want to go through the hassle of configuring each one.

That sounds like he's bypassing security policy. Why bother having a
security policy if you're going to bypass it? Anyway, it sounds like
more of a political issue than a technical one, really.
