How do make users enter a dollar amount that is equal to or greater than a
certain amount.

Validation under the Data menu. Select "Decimal", "greater than or
equal to", and your certain amount.
 
Hi,

Choose Data, Validation, and from the Allows list pick either Whole numbers
or Decimals and then choose Greate than or equal to.
