Today I was surprised to know that Users group on XP also includes
'Interactive' and 'Authenticated' groups. I find it very strange. Is it safe
do delete them from Users group?

Why do you find it strange? *All* users and groups who need to use the
computer, including the built-in Administrator account, must be members
of the Users group.
Is it
safe do delete them from Users group?

No, it isn't. (Unless you want to take the time and trouble to
individually grant all such users and groups explicit permissions, being
careful not to forget a single one of them.)
