Users get secruity log full error message when trying to log on

An image was created and we reset the deafult security permissions on the C
drive and subfolders, and now, every so often when the users log in, they get
greeted with a "The security log is full, unable to logon" message. When I
go in as administrator, I am able to clear the logs, and I even make sure the
setting is set to overwite old events, and set a maximum size. But what
folder and what permission should the users have, so that, either that
setting takes place. I don't want to give my user's administraive
priviliges, but, we must have mistakenly removed a normal user
privilege/right/ACL that keeps allowing that error to pop up.

overwrite as needed then instead of by a certain age.
