We do not have offline folders enable so I was wondering how this file could
even be created? Is there any time where it is created automatically even
though there are no offline folders?

Hi - not enough info to go on. Please reply with more detail. When you post
in here, always include your version/mode/SP level of Outlook (from Help |
About), what kind of mail account(s) you use, and any other pertinent
details. Also, don't use the subject line for your question - put a consise
summary in there, and the details in the body of your post.

In addition, you might want to consider using a newsreader like Outlook
Express or Forte Agent rather than the web interface to the newsgroups -
it's a lot easier to do nearly everything there, including searching, which
is always a good idea to do before you post, as well as mark messages to be
watched, and filter based on replies to your posts.

The Microsoft public news server is msnews.microsoft.com and you can
subscribe to as many groups as you like.
 
Outlook is version 2000 SR-1 build 9.0.0.4527
using a Microsoft Exchange Server service.
There are no offline folders set up, I have checked to ensure this.
We have reports of when users open outlook they get an error stating that an
alder version of the .ost file has been detected and that they can't connect.
After a reboot they are able to connect. This is not very consistant to a
particular user or workstation.
There may be instances where profiles are deleted and recreated on the
workstations. This is typically done via the user profiles tab on the system
properties panel.

Are you using roaming profiles in Windows?
Have you tried creating new Outlook profiles for these users?
When someone set up Outlook 2k, they were prompted: "do you travel with this
computer?" and may have clicked Yes.

Also - note that there's an SP2 for Office2k. Although I do advise you to
get everyone on Office/Outlook 2003 if you can - it's much better. Outlook
2k isn't supported any longer, and 2003 offers many features your users will
love.
