User's email cannot be read by starmail users

I am a help desk admin for a large japanese company. Our
offices here in the states use exchange while our offices
in japan use staroffice. Periodically, our users in japan
can't read email from a select group of users here in the
states...what can be done to fix this? I have changed
email formats, but to no avail. Can anyone help me?
 
What version of Outlook do you use? What is the problem when the starmail
users can't read the mail - garbage characters, or something else? I assume
that you've tried sending mail in plain-text or HTML formats? Note that
replies and forwards use the format of the original message, so if someone
replies to or forwards a message that was in Rich Text format, it will
remain in that format and not be readable in other mail clients. In those
cases, the user forwarding or replying should explicitly switch the format
of the message.
