Users cannot access Network Connection

I set up this brand new Dell PC. I am the Adminstrator, there are 4 Limited
users. I set up a Dial-up connection as Admin, but the Users cannot use it.
Users get message that they don't have privileges to run the Connection
Wizard. This is a standalone PC for the home. How can all Users use the
Modem connection? I am very frustrated, and cannot find help anywhere.

Delete and reinstall the connection as an administrator and configure it for
global use, all users.
 
I haven't configured any dial-ups for a year, but I looked online and
noticed that when using the Network Connection Wizard there's a checkbox:
"Use this account name and password when anyone connects to the Internet
from this computer". Did you check that checkbox when you ran the Wizard
from the Admin account??
