Hi,

Is it possible to see which Administrator has setup specific user accounts
within Active Directory?

Your help would be much appreciated
 
Well it kind of depends. There is no guaranteed method unless you have enabled
object creation auditing in AD.

If you mean admins as in people who aren't native administrators but instead are
people who have had rights delegated to them to create users then you can look
at the owner attribute on the SD and it should be the person who created the object.
