user screen email notification

I have 3 users on my pc, one with a telewest blueyonder broadband pop3 email address and a hotmail address and the other two with just a hotmail account each. I do not get any notification if i have any email in the accounts without having to go into them and opening up outlook 2002. What is wrong? Does Xp notify of hotmail email?
