User Rights to Legacy Apps

I am setting up a workgroup based network of wireless PCs, using XP Pro. I
want my Users to be able to run legacy apps, without giving them Power User
rights. Documentation says I can do that by importing the compatws security
template, but it appears to be blank (undefined). Even so, I can't find a
'right' that would enable legacy apps.

Any ideas how to give the built-in USER group legacy apps rights?

There is no setting to simply turn "legacy apps" on or off.

Instead, you will need to figure out what access the app needs to the file
system and to the registry, and grant the users the appropriate permissions
on those folders/files and registry keys.

Power Users usually have more success running these apps because they have
more permissions and rights, by default, than normal users. There is
therefore a greater chance that their accounts will be able to do what the
application wants to do.
 
You do not want the comatws template if you do not what to give
the users Power Users membership, as this template essentially
makes Users members equivalent to the old Users of W2k, which
is close to the current power users.
You likely only need to tweak the NTFS permissions on the install
dirs of the applications, possible the perms on registry keys of the app
