User rights for installing new software

Windows NT had several different user levels. I could set users up as "power
users." They could install and run software but I could set directories they
could not access.

XP pro seems to only have Admin and Limited. And recently I've had several
occasions where I would like to give more rights than Limited, but I can't
give Admin.

Is there anything in between?

The Power Users group exist in XP as well.
Go to Start -> Run and enter lusrmgr.msc in the Open box. Click OK.
Note: You can also access this console by right clicking My Computer and
selecting Manage from the drop down menu. Look for Local Users and
groups in the left hand pane.
In Local Users and Groups, click on the Groups folder.
In the right hand pane, right click on Power Users and select "Add to
group" from the menu.
In Power User Properties, click on the Add button.
This should launch the "Select Users" dialog box.
Click on the Advanced button.
Click on the "Find Now" button.
You can now select the user(s) you want to add.
Click OK three times.
