User rights about Actide Directory

[Fabio]

My vb6 application creates, modifies, deletes Active Directory's users
account.

This application works when user executes it is the domain's
administrator, but when he is a normal user doesn't work
(err.number=2147023541).
Can you any idea about that?

Make the user a member of builtin\account operators group.

no, do not use the builtin groups....

delegate stuff (creation, modifying and deleting user objects), as that is
one of the things AD is about
